To allow Microsoft Internet Explorer to access an FTP server from behind a firewall / router follow the following steps.

1. Open MS Internet Explorer
2. Select "TOOLS"
3. Select "Internet Options" 
4. Select the "Advanced" Tab at the top of the dialog box.
5. Remove the Check Mark from "Use Passive FTP....) 
6. Press OK
